　　中新网福州5月19日电 (记者 龙敏)逾千名台胞参会创新高；福(州)马(祖)“同城生活圈”先行先试首批10条政策发布；“中国东南(福建)科学城”两岸科创社区交流服务中心启用……19日在福州落幕的第26届海峡两岸经贸交易会(简称“海交会”)显示，先行先试政策迭出，两岸经贸合作持续拓展。

　　每年在福州举办的海交会发端于1994年创办的“中国福州国际招商月”，历经30年发展，在探索海峡两岸融合发展新路、促进两岸经贸合作畅通等方面发挥了重要作用。

　　凭借对台诸多优势，历届海交会不断完善增进台湾同胞福祉的制度和政策，见证了两岸交往史上的诸多“率先”“首个”“第一”。

　　例如，2005年，台湾农产品零关税直航大陆率先实现。2006年，台湾农产品准入及零关税种类和范围率先扩大，两岸渔工劳务合作率先恢复，台湾居民在大陆申办个体工商户率先开放，国家政策性银行首次向福建省台资企业和台商投资区发放开放性贷款。2007年，福建沿海与澎湖地区的货运直航率先启动。2008年，海峡两岸第一对城市共同声明——《福州市与台北市加强交流合作共同声明》签订。2012年，海关总署福州原产地管理办公室揭牌成立，这是大陆首个专门负责管理对台优惠和非优惠贸易原产地业务的机构。

　　依托海交会，两岸产业项目“牵手”，合作领域不断拓展。30年来，从农副产品零售延伸到智能科技产品、大数据、物联网等高科技领域合作，再到目前重点推进的以发展新质生产力为主要方向的产业链大项目对接等，逐步形成以冠捷集团为代表的显示器产业链，以东南汽车为代表的汽车及其零部件产业链，以统一、康师傅为代表的食品产业链。

　　据不完全统计，海交会累计吸引上万家台企、3万多名台湾客商参会参展，福州累计批准台资项目5019项，合同台资133.27亿美元。

　　自十几年前跟团参加海交会到扎根福州，台湾御巾堂科技有限公司总经理张英斌表示，海交会于自己不仅是一场活动，更多的是老友们的聚会，“来这里既可以见老朋友，也可以认识新客户，有望达成更多合作”。

　　依托海交会，福马“同城生活圈”建设加快推进。2001年第三届海交会上，福州马尾与马祖签订“两马协议”，率先形成“两马先行”的格局。本届海交会上，福马“同城生活圈”先行先试政策发布，涵盖台商台企发展、台青就业创业、投资贸易便利等方面；第七次福马磋商会举行，达成多项共识，互换福马湿地生态保护、福马旅游合作、福马生态养殖产业三份共识书。

　　福马经济贸易发展协会理事长吴锦玫向中新社记者表示，随着经贸合作的不断深入，福马“同城生活圈”建设将迈向更广领域、更高程度、更深层次，助推两岸融合发展。

　　39年来，海交会还让福州被越来越多的台湾青年看见，从而吸引台青跨海而来创业就业。

　　2016年，台青曾芝颖靠着一腔孤勇来到福州，现足迹遍及八闽大地。今年，她又与福州闽清小镇许下15年之约。“现在我们的团队正在创建‘城乡永续学院’，邀请更多台湾青年来大陆体验并创造100种生活。”

　　作为推动台青创新创业的重要平台，海交会连续6年开设台湾青年创业就业展区，征集创业台青优秀项目，目前已累计展出百余家台企200多个项目。数据显示，截至2024年3月底，超过1万名台青已来福州实习就业创业。(完)
